Island County Auditor​

The Island County Auditor’s Office located in Coupeville is open to the public with safety and health measures in place. Although masks are no longer required, they are recommended. To ensure staff and customer safety, the office follows limited entry and six-foot distancing protocols. These measures also apply to the Camano Administration Building.

To promote safety, the Auditor’s Elections Office, located at 400 N. Main St., Coupeville, has limited entry, and visitors are encouraged to wear masks due to capacity and the number of workers during an election.

The DOL subagents are also open to the public. To renew licenses and tabs for vehicles and vessels, the office encourages customers to use online services available at the DOL’s website under “Renewing Your Tabs Online.”

Auditor’s Office

The Auditor’s Office performs several duties, including payroll, accounts payable, financial reporting, election administration, voter registration and maintenance, vehicle and vessel licensing, marriage license administration, recording of official and historical documents.

The office is open from 8 a.m. to 4:30 p.m. Monday through Friday. For inquiries related to accounting, vehicle/vessel licensing, and marriage licensing, contact the respective email addresses and phone numbers provided. For recording of documents and election-related queries, use the given email and phone numbers.

The Elections/Voters Registration is located at 400 N. Main St., Coupeville. It is also possible to renew vehicle/vessel tabs and register to vote or update registration information online at www.dol.wa.gov and www.votewa.gov, respectively.

Duties of the Auditor

The Island County Auditor is responsible for various critical functions such as conducting elections, maintaining voter registration records, issuing vehicle and vessel licenses and tabs, recording, maintaining and retrieving real property documents and deeds, and overseeing the county’s accounting and financial activities.

All the divisions of the Auditor’s Office operate within statute (state law) and have their fees set and regulated by statute and the state Legislature. The Elections and Voter Registration division is responsible for administering all federal, state, county, municipal, and special purpose district elections held in Island County. Additionally, they manage the registration records for over 60,000 voters annually and engage in several voter outreach programs.

The Recording division is responsible for maintaining the official public record of all real estate documents, deeds, and titles transacted in Island County. They also create the index whereby documents can be located and retrieved and issue marriage and business licenses.

Licensing acts as the agent for the Washington State Department of Licensing in Island County and is responsible for issuing vehicle and vessel licenses and tabs and processing title transfers. They are also responsible for licensing all vessels and vehicles registered in Island County.

The Financial Services Division provides the central accounting system to which all County departments and agencies report their financial transactions. They are responsible for control and issuance of disbursements, financial accounting and reporting, operational auditing, and maintaining and updating the Capital inventory and payroll of Island County.

Payroll division maintains payroll records for all county employees, distributes bi-weekly payroll for over 450 employees, ensures accurate distribution of payroll funds, pays all state and federal taxes, and ensures that benefits are paid in compliance with contracts.

Accounts Payable duties are performed for Island County and the junior taxing districts. They review vouchers for accuracy and compliance with county policy, create the weekly batch report, and issue warrants to pay each voucher. They also maintain the County Vendor List and records for all vendors who perform work for Island County.

Marriage Licenses

Couples interested in obtaining a marriage license in Island County can visit the Island County Auditor’s office during business hours, which is from 8 a.m. to 4 p.m., Monday-Friday. All necessary documents must be filled out in black ink, and a fee of $60 must be paid, which can be done through cash, check, money order, or debit/credit card (with a $2 fee for card payments). After the forms are completed, the license will be issued, but it will not be valid for three days from the date of issuance. The waiting period cannot be reduced for any reason, and the license must be used within 60 days of its issuance date. The license is only valid for weddings that take place within the State of Washington.

If a couple wants to get married at the courthouse, they should contact Superior Court at 360-679-7361. After the ceremony, the officiant has 30 days to return the final paperwork to the Island County Auditor’s office. Couples can obtain certified copies of their Marriage Certificate for $3 each by coming into the office or mailing in a request with the appropriate fees. If couples need certified copies right away, they can choose to bring the paperwork into the office personally. Certified copies will be required to obtain a new driver’s license and social security card if a name change is desired.

Any person who is authorized by law can solemnize marriages in Washington State, including justices of the Supreme Court, judges of the Court of Appeals, judges of the Superior Courts, Superior Court commissioners, any regularly licensed or ordained minister of any priest of any church or religious denomination, and judges of courts of limited jurisdiction as defined in RCW 3.02.010.

Couples can also apply for marriage licenses by mail by sending all the necessary documents to the Island County Auditor’s office at P.O. Box 5000, Coupeville, WA 98239. They should include a return address or a request for pick-up; otherwise, the license will be held for pick-up at the Island County Auditor’s office.

Licensing Department

The Island County Auditor’s Office will process vehicle/vessel titles from 8 a.m. to 4 p.m., Monday-Friday. If these hours are not workable, vehicle/vessel titles can be done at Oak Harbor Motors 8:30 a.m. to 4 p.m. Monday through Friday or at Island Insurance in Freeland, 9 a.m. to 4:30 p.m., Tuesday-Friday and 9 a.m. to noon Saturday.

You may renew your registration online at www.dol.wa.gov or go to your local vehicle/vessel licensing office in Oak Harbor, Freeland or Camano Island to ensure timely renewal. We urge you not to delay your vehicle or vessel renewal.

The Island County Auditor’s Office is responsible for providing vehicle and vessel license services. They also have three subagencies appointed to provide all vehicle and vessel licensing services.

Quick Titles – The Island County Auditor’s Office will issue Quick Titles, 9 a.m. to noon Monday-Friday. If these hours are not workable, Quick Titles can also be done at Snohomish County. There is an additional $50 added to the normal titling fees collected.​

Sellers report of sale: Seller reports of sale may be brought into any licensing agent and processed for a $13.25 fee. The vehicle record will be coded with a report of sale flag immediately. Vehicle reports of sale may still be mailed to Olympia at no fee, but the record will not be flagged as sold for approximately one to two weeks. Vehicle reports of sale may also be processed online at www.dol.wa.gov.
